(в 1975 г. правительство Нью-Йорка оказалось на грани неплатежеспособности благодаря недостаточно хорошему обеспечению городских займов и неэффективной системе финансового планирования; юристы правительства уже за-полнили документы для подачи в суд и защиты от кредиторов ограниченных текущих поступлений, когда пришла помощь в виде федерального займа и создания специальной организации Municipal Assistance Corporation, выпустившей облигации для ресструктуризации долгов правительства; значительная часть облигаций была куплена на средства пенсионного фонда Федерального профсоюза учителей)
